On July 19, 2023, the United States International Trade Commission (ITC) conducted the first anti-dumping sunset review of carbon alloy steel rods involving Belarus, Italy, South Korea, Russia, South Africa, Spain, Turkey, Ukraine, the United Arab Emirates and the United Kingdom. At the same time, the first countervailing sunset review of carbon alloy steel rods imported from Italy and Turkey was also conducted. The final finding shows that if the existing anti-dumping and countervailing measures are lifted, the imports in question are likely to continue or re-cause material injury to the domestic industry in the United States for a reasonably foreseeable period. In view of the final ruling, the current anti-dumping and countervailing measures will remain in effect. The ruling was affirmed by the five commissioners of the US International Trade Suruhanjaya.
The incident began on April 18, 2017, when the US Department of Commerce launched an anti-dumping investigation into carbon alloy steel rods from Belarus, Italy, South Korea, Russia, South Africa, Spain, Turkey, Ukraine, the United Arab Emirates and the United Kingdom, while launching an anti-subsidy investigation into the products imported from Italy and Turkey. On November 21, 2017, the US Department of Commerce made a final affirmative anti-dumping ruling on carbon alloy steel rods from Belarus, Russia and the United Arab Emirates.On January 9, 2018, the US Department of Commerce made a final affirmative anti-dumping ruling on carbon alloy steel rods involving South Africa and Ukraine. On March 20, 2018, the US Department of Commerce made a positive anti-dumping final ruling on carbon alloy steel rods involving Italy, Turkey, South Korea, Spain and the United Kingdom, and made a positive countervailing final ruling on carbon alloy steel rods imported from Italy and Turkey.Subsequently, on December 1, 2022, the US Department of Commerce launched the first anti-dumping sunset review investigation of carbon alloy steel rods involving Belarus, Italy, South Korea, Russia, South Africa, Spain, Turkey, Ukraine, the United Arab Emirates and the United Kingdom, and launched the first anti-subsidy sunset review investigation of products imported from Italy and Turkey.On March 15, 2023, the US Department of Commerce made the first anti-dumping rapid sunset review final ruling on carbon alloy steel rods involving Belarus, Italy, South Korea, Russia, South Africa, Spain, Turkey, Ukraine, the United Arab Emirates and the United Kingdom. Similarly, on March 28, 2023, the U.S. Department of Commerce issued its first fast sunset review of countervailing duties on carbon alloy steel rods involving Italy, and on April 5, 2023, it issued its first fast sunset review of countervailing duties on carbon alloy steel rods involving Turkey.
